LOM LAW 2025
LOM Law in 2025: New Obligations for Company Parking Lots
Introduction
Adopted on December 24, 2019, the french Mobility Orientation Law (called LOM) marks a decisive step in France’s ecological transition. This ambitious legislation aims to transform transportation methods sustainably by addressing climate challenges, particularly by promoting the adoption of electric vehicles.
Since January 1, 2025, obligations related to the provision of charging stations in company parking lots have become stricter, requiring businesses and property owners to rethink their infrastructure and adapt to the growing need for equipment aligned with the energy transition.
LOM Law Requirements
The LOM Law imposes specific requirements on businesses, local authorities, and building managers to promote the development of sustainable and eco-friendly mobility. Since January 1, 2025, all non-residential buildings, whether new or existing, with parking facilities of more than 20 spaces are required to have operational charging infrastructure in place. Specifically:
- The parking area must include one charging point for every 20 parking spaces, equivalent to 5% of the spaces, with at least one charging point accessible to people with reduced mobility (PRM).
Additionally, these requirements complement existing provisions for pre-equipping parking spaces, namely:
- For new buildings (with building permits submitted after March 11, 2021) with parking areas of more than 10 spaces, 20% of the parking spaces must be pre-equipped for the installation of charging stations, including 2% specifically designed for PRM.
- Existing buildings must pre-equip 10% of the parking spaces in densely populated urban areas.
These measures aim to eliminate technical and financial barriers to the electrification of mobility and meet the growing needs of electric vehicle users, particularly in professional environments.
Benefits for Corporates and Property Owners
Currently, the french state has not imposed penalties for non-compliance with the LOM Law. However, enforcement of compliance will increase, potentially leading to legal reminders.
For corporates and property owners, complying with the LOM Law should not be seen solely as a constraint but as an opportunity to transform these requirements into strategic and economic advantages:
- Attract and Retain Tenants: Providing EV charging infrastructure is now a key criteria for businesses seeking modern and well-equipped offices. By offering adapted parking facilities, property owners enhance the appeal of their assets and meet tenants' growing expectations for sustainable mobility.
- Strengthen ESG Compliance: Installing charging stations aligns perfectly with ESG (environment, society, and governance) strategies, demonstrating a clear commitment to sustainability and improving corporate social responsibility.
- Reduce Operational Costs and Increase Asset Value: By integrating smart charging solutions, businesses can optimize the use of their infrastructure while achieving long-term cost savings. Additionally, properties with charging stations gain attractiveness and value, especially in urban areas where demand for suitable infrastructure is growing rapidly.
